There isnt' really such thing as "owner" of a Facebook page, just managers... its a trivial thing for anybody to create a given page and then "pass it off" to someone else by making them manager and removing themselves as manager. To that end, you're just as well having any random person set up the page and then worry about who should be running it afterward.
